In build means the module is entitled on Pro and not finished. Its page in the application says so rather than pretending otherwise, and it arrives for existing Pro licences at no extra cost.
These are in the module catalogue so the architecture accounts for them. The server refuses to enable them, and no plan sells them.

Yes. Entitlements belong to the plan, so moving between them applies everywhere at once. Nothing you have recorded is affected in either direction — modules a lower plan does not cover become unavailable, not deleted.
No module is billed separately. The plan sets what you may enable; you then switch on only the ones your business works in, and the sidebar is built from those.
Both are entitled on Pro and both are still being built. When they ship they appear for existing Pro licences at no extra cost. Until then their pages say so rather than pretending otherwise.
No count-based limits are enforced today. If that ever changes it will be stated here before it is applied.
Not yet. NOVOLIG runs on a licence key, and trial keys are not being issued at this stage.
